Transport tractors, which are mainly used for short-distance transportation of agricultural materials and cargo while retaining agricultural operation capabilities, are subject to strict standards globally.

 

These standards cover safety, emissions, vehicle performance, and component compatibility. Below is a detailed introduction to the relevant standards categorized by international, European Union, U.S., and Chinese standards:

 

Regulation (EU) No 167/2013EUR-Lex

 

International Standards

 

ISO 1726 - 1:2000ISO: This standard focuses on the mechanical coupling between transport tractors and semi-trailers for general cargo. It specifies key dimensions such as the gooseneck contour and operating angle parameters to ensure interchangeability between tractors (including two-axle and three-axle models) and semi-trailers. It also provides interface technical specifications for tractors towing high-cube semi-trailers (such as ISO containers with an external height of 2.9m). Notably, it does not restrict the maximum total mass and overall dimensions of the vehicles, which are subject to local legislative requirements.

 

European Union Standards

 

The EU has formulated unified type-approval regulations for transport tractors, covering comprehensive requirements from safety to environmental protection.

 

Regulation (EU) No 167/2013EUR-Lex: As the core regulation, it regulates the safety and environmental protection requirements for agricultural and forestry transport tractors, including structural integrity, roll-over protective structures (ROPS), driver's operating space, visibility, braking systems, lighting, noise, and pollutant emissions. Later revisions such as (EU) 2019/519 further clarified the classification of wheeled transport tractors.

 

When tractors tow trailers, if the regulation does not cover certain safety risks, it shall comply with the Machinery Directive 2006/42/EC. Additionally, the maximum speed of transport tractors on public roads is limited to 30 km/h, and trailers must be equipped with hydraulic or pneumatic brake systems.

 

Modified by Regulation (EU) 2016/1628

 

 

Emission StandardsEUR-Lex: Modified by Regulation (EU) 2016/1628, the emission requirements for transport tractors are aligned with non-road mobile machinery standards. They must meet strict limits on pollutants such as nitrogen oxides (NOₓ) and particulate matter (PM). With the subsequent implementation of EU Stage V standards, the emission requirements for new transport tractors have become even stricter.

 

United States Standards

U.S. standards for transport tractors focus on safety indicators such as braking performance and protective structures, with clear mandatory requirements:

 

Braking Performance (49 CFR Part 571): Issued by the National Highway Traffic Safety Administration (NHTSA), this standard mandates that most new heavy-duty transport tractors must reduce their braking distance by 30%. When loaded to the rated total mass and traveling at 60 mph (about 96.6 km/h), the braking distance shall not exceed 250 feet (about 76.2 meters). For a small number of ultra-heavy-duty tractors, the limit is relaxed to 310 feet (about 94.5 meters).

 

Roll-over and Safety Belt Requirements

 

Roll-over and Safety Belt Requirements (29 CFR Part 1928)eCFR: Agricultural transport tractors with more than 20 horsepower must be equipped with ROPS. For wheeled tractors, the ROPS must meet relevant impact and load-bearing test standards, while track-type tractors follow separate structural strength requirements. Simultaneously, tractors must be equipped with seat belts that meet SAE J4C standards. The seat belt anchorages must withstand a static tensile load of 1,000 pounds (about 453.6 kilograms) to ensure the driver's safety in case of roll-over.

 

Chinese Standards

Chinese standards cover both national mandatory standards and industry association standards, covering the overall performance and safety of transport tractors:

 

Definitions and Basic Performance (GB Series): GB 16151.1 - 2008 defines a transport tractor unit as a motor vehicle composed of a tractor towing a trailer for carrying goods. GB 7258 - 2004 specifies that the design speed of wheeled transport tractors shall not exceed 40 km/h, and that of walking tractors shall not exceed 20 km/h.

 

The group standard T/NJ 1312-2021 adds detailed requirements for articulated wheeled transport tractors with an engine power not exceeding 45kW, such as a minimum turning radius of no more than 11 meters, a steering wheel free travel of no more than 30°, and an articulation point torsion angle between 13° and 25°.

 

Safety and Emission Requirements: Safety-wise, transport tractors must comply with GB 18447.1 for wheeled tractor safety, including protective device strength and mud-proof sealing.

 

The fuel tank must meet GB/T 24387 safety standards, and lighting devices must follow GB/T 20949 installation regulations. Emission-wise, they must meet the pollutant limits specified in GB 20891 for non-road diesel engines (China Stage III and IV standards) to control exhaust emissions such as carbon monoxide and hydrocarbons.
